What Is the APS Certificate and Why Do You Need It?

APS stands for Akademische Prüfstelle — the Academic Evaluation Centre. It's a department of the German Embassy in New Delhi, and its only job is to verify the authenticity of your Indian academic documents.

German universities don't have the infrastructure to individually verify thousands of Indian marksheets, transcripts, and degrees. APS does it once, centrally. You get a certificate, and every German university and the visa office accepts it.

Here's what the APS certificate actually does:

  • Confirms your documents are genuine — your marksheets, transcripts, and degrees are verified directly with your schools and universities.
  • Determines your eligibility pathway — whether you qualify for direct admission, Studienkolleg, or need additional qualifications.
  • Unlocks your visa application — without APS, the German Embassy will not process your student visa. Full stop.

The APS certificate has lifetime validity once issued. You apply once, and you can use it for multiple university applications across Germany.

The New 70% Threshold: Will You Be Rejected?

This is the most important update for anyone planning to apply for WiSe 2026/27 or later.

On 23 February 2026, APS India announced that the evaluation criteria in the Anabin database will be updated effective 15 March 2026. The key change: a minimum overall score of 70% of the maximum achievable marks in your Class XII certificate is now required.

Who Does This Affect?

Every Indian student applying for Bachelor's-level studies in Germany from Winter Semester 2026/27 onwards, regardless of examination board — CBSE, ICSE, state boards, all of them.

The Two Pathways Under the New Rule

Pathway 1 — Studienkolleg Route: Class XII with 70%+ marks → APS Certificate → Subject-restricted admission via Studienkolleg.

Pathway 2 — Direct Bachelor's Route: Class XII with 70%+ marks + successfully completed one academic year (2 semesters) of a Bachelor's program at a recognized Indian institution → APS Certificate → Direct subject-restricted admission.

Critical Clarifications

  • Completing one year of Bachelor's alone is not enough — you need BOTH the 70% in Class XII AND the completed academic year.
  • Applications submitted before 15 March 2026 are assessed under the old criteria.
  • Students who scored below 70% will not qualify through the standard APS pathway under updated criteria.

Is the APS Certificate Mandatory for All Indian Students?

Yes — every Indian student applying for a Bachelor's or Master's degree at a German university needs an APS certificate. This applies whether you're applying for a public university, a private university, or even a fully online program from a German institution.

Who Is Exempt from APS?

  • Students receiving stipends from public funds (EU or German-funded scholarships).
  • Students with an international secondary school degree (e.g., IB, A-Levels) applying for a Bachelor's.
  • Students who obtained a non-German degree in Germany or hold a foreign degree outside of India.
  • PhD/PostDoc candidates where the German university explicitly does not require APS.
  • Students attending a short course (under 90 days) in Germany.

If none of these apply to you, you need APS. No exceptions.

Is TestAS Required for APS? The Biggest Misconception

TestAS is NOT mandatory for the APS certificate itself. You can apply for and receive your APS certificate without ever taking TestAS.

However — many German public universities require TestAS scores as part of their admission process. So while APS won't ask for it, the university you're applying to might.

The smart move: apply for APS without waiting for TestAS. Get your APS certificate first. Then take TestAS separately if your target universities require it. Don't let one delay the other.

Students who have cleared JEE Main and Advanced are exempted from the TestAS requirement entirely.

  • Do not send originals. Coloured A4 photocopies only.
  • Both sides of every document must be photocopied, even if one side is blank.
  • Regional language documents need a notarized English translation.
  • Do not forget the Student Authorisation Letter — it's a separate download from aps-india.de/checklists and is the most common reason for delays.

⚠️ Language certificates are NOT required for APS. IELTS, TOEFL, and other language certificates are submitted directly to universities — not to APS. If you do include them, APS will verify and mention them on your certificate at no extra cost. Note: PTE, Duolingo, and LanguageCert are not accepted by the German system. TOEFL iBT Home Edition is not accepted for a German student visa.

How Much Is the APS Certificate Fee in 2026?

The APS verification fee is ₹18,000 (approximately €225), and it is non-refundable under any circumstances. Once you've paid, there's no going back — so make sure you're ready before you begin.

Pay via credit card, debit card, net banking, UPI, or wallets through CCAvenue during Step 7 of online registration. Payment is matched to your account instantly and your account gets activated automatically.

Option 2: Bank Transfer (Offline)

Transfer ₹18,000 directly to the APS bank account (Kotak Mahindra Bank). Account details are on aps-india.de. Include the transaction receipt with your courier documents. Manual payment matching can take several days and delays your overall processing.

Official processing time is 3–4 weeks from when APS receives your documents and payment. During peak application seasons before Winter Semester deadlines, this can stretch to 6–8 weeks.

  • Registration and payment — Same day.
  • Courier delivery — 2–5 days.
  • Payment matching (bank transfer) — 2–7 additional days.
  • Document verification — 3–4 weeks from when processing starts.
  • Certificate issuance — Digital certificate (DigZert) sent to your registered email as a digitally signed PDF.

Check Your Eligibility
Visit aps-india.de and take the Eligibility Quiz. This tells you which category you fall under and which checklist applies to you.

Register Online
Go to aps-india.de/aps-process and create your account. Fill in all personal and educational details accurately — this data gets printed on your application form. Upload a passport-sized photo (JPEG, under 30KB).

Pay the Verification Fee
On Step 7 of the registration form, choose CCAvenue (recommended) or offline bank transfer. ₹18,000. Non-refundable.

Download Your Application Form
After registration and payment, log into your portal and download the application form from "Application Download." Print it and sign it.

Download the Student Authorisation Letter

Does APS India Conduct Interviews?

APS India does NOT conduct the traditional face-to-face academic interviews described in older guides or China/Vietnam-specific forums. The old interview system does not apply to APS India's standard process.

What can happen is a phone verification call. If APS needs additional clarity — usually for applicants still pursuing their Bachelor's degree — they may call you. This is a basic 20-minute conversation, not an academic grilling. They may ask about:

  • Your educational history — which school, which college, what course you're studying.
  • Your future plans in Germany — what you want to study, at which university, why Germany.
  • Basic details to match against your submitted documents.

If this happens, you'll be contacted by phone or email 10–14 days before the scheduled call. The call is conducted in English or German (your choice, indicated during registration).

Most applicants do not receive any call at all. Your documents go through verification, and you get your certificate.

The December 2025 Digital Seal Update — What Changed?

In November 2025, APS India announced that the trust service provider (D-Trust / Bundesdruckerei) was required to deactivate certain older seal cards due to a security vulnerability found in Infineon chips (known as "EUCLEAK"). Starting December 2025, APS India replaced its digital seal card with a new one.

If You Received Your Certificate BEFORE December 2025

Your certificate remains fully valid. However, some PDF readers (especially Adobe Acrobat) may now display warning messages like "There are problems with at least one signature" or "Signature validity is unknown." These messages refer only to the technical deactivation of the old seal card — not to the validity of your document. Under EU eIDAS regulations, a qualified electronic seal remains valid if it was created with a valid certificate at the time of issuance and the document has not been modified afterwards. German universities and VFS have been informed of this change.

If You Received Your Certificate AFTER December 2025

Your certificate uses the new seal and will not show any warning messages. No action needed.

⚠️ The Golden Rule for Your APS Certificate: Do not rename the file, do not modify the PDF, and do not merge it with other documents. Submit it exactly as you received it — as a standalone file with its original filename. Breaking the digital signature by altering the file in any way can cause verification failures at universities and VFS.

The Most Common APS Mistakes That Delay Your Certificate

After mentoring 1,200+ students through this process, these are the mistakes I see over and over:

1. Forgetting the Student Authorisation Letter

The Student Authorisation Letter is a separate download from the APS Checklists page (aps-india.de/checklists). It is not auto-generated with your application form. You must download it, fill it in, sign it, and include it with your courier package. Without it, your application is considered incomplete.

2. Sending Original Documents Instead of Photocopies

APS specifically asks for coloured photocopies on A4 paper. Not originals. Not black-and-white copies. Coloured, A4, both sides. If you send originals, APS may not return them.

3. Not Photocopying Both Sides

Even if the back of a document is blank, APS requires both sides to be photocopied. This catches a surprising number of applicants.

4. Wrong Payment Details or Slow Bank Transfer

If you use bank transfer and the UTR or transaction details don't match cleanly, APS can't match your payment to your account. This leads to delays of days to weeks. Use CCAvenue whenever possible.

5. Modifying the APS Certificate After Receiving It

Once you receive your digital APS certificate (DigZert), do not rename the file, edit the PDF, or merge it with other documents. The digital signature will break, and universities or VFS may reject it.

6. Applying from an Unaccredited Private University

As of June 2024, applicants from Indian private universities that are not fully accredited by UGC (status "H+" in the Anabin database) cannot receive an APS certificate. Check your university's accreditation status at anabin.kmk.org before applying.

7. Submitting Distance Education in Restricted Fields

APS does not recognize distance/online education in medicine, law, architecture, nursing, pharmacy, agriculture, hotel management, sports, and several others — regardless of when you enrolled or graduated. Both the university and the specific course must be recognized by the Distance Education Bureau (DEB) for the entire duration.

8. Bombarding APS with Emails

APS receives 500–1,000 emails per day. Sending multiple follow-up emails asking about your status will not speed things up. In fact, excessive emailing can trigger an automated ban by their email provider, cutting off your only communication channel. Be patient, check your portal, and only email if there's a genuine issue.

Is the APS Certificate Valid for Private Universities in Germany?

Yes. The APS certificate is accepted by all German universities — public, private, and those offering online programs. It's also required for your student visa application at VFS regardless of which type of university you're attending.

However, there's an important distinction on the Indian side: your Indian degree must come from a university that is fully accredited by UGC and holds an "H+" status in the Anabin database. If your Indian private university has an "H+/-" or "H-" status, APS will not process your application.

Always check your Indian university's status at anabin.kmk.org before starting the APS process.
